Openings in roadways that allow access to various underground installations are typically covered with metal lids that rest on metal frames and rings. These frames typically sit on top of concrete ‘crown’ structures that are embedded in the ground. ‘Lids’ typically cover the openings and these lids must be at the same level as the surrounding ‘collar’ and roadway. Often, in between roadway resurfacing, the blocks that are used to set the lid, ring and frame to the proper height break or shift resulting in a sunken or unlevel lid causing rough areas that are, at best, distracting to drivers and often can create substantial liability as the condition worsens.

Roadway opening surrounds, ‘collars’, are typically finished with a different process than the surrounding roadway surface. This enables access to the ‘crown’ opening structure in case repairing or leveling the structure is necessary. Often, the integrity of this “collar” is not as sound as the surrounding roadway and may tend to crack and break. The result can be annoying to drivers but more importantly can create serious hazards by damaging passing vehicles,, passengers and pedestrians as broken pieces can be dislodged and thrown out. The liability is substantial!
